Citizenship for military service?

Stanley Kurtz floats a proposal (not his own) to increase military enrollment by promising citizenship to foreigners in exchange for their mlitary service. Naturally Kurtz says he’s “divided” about it (about what issue is he not?). Mark Krikorian strongly rejects the idea, making a good argument for doing so.
