Early no’s in cloture vote — a rout?

It’s reported at the Corner that Bay, Domenici, Ensign, Murkowski, Sununu, Webb have voted no. Kathryn Jean Lopez counts seven switches so far from yes to no compared to the previous cloture vote.

Richard Lowry at 11:27 a.m. calls it a rout.
