What if?

Since shortly after the Iraq terror insurgency began in 2003, I’ve been saying that we did not and do not have a strategy that even on paper could lead to victory, and therefore that every statement from the Bush team predicting victory or declaring the intent to achieve victory was false. However, in May 2004, I did a thought experiment: If I were wrong and the Bushites did indeed have in their minds a picture of a series of events that would lead to victory, what might that scenario consist of?
