Has anyone who matters gotten it, and said it?

Up to this point in the financial crisis, has there been a clear statement by any congressman or federal official or leading opinion maker to the effect that the grand enterprise of spreading home ownership through the whole population and among all racial groups by giving mortgages to non-creditworthy persons was a bad idea, was a major factor in the current disaster, and should be disontinued?
