Deal offered, response pending

Cameron has proposed to Clegg a semi-coalition deal in which Cameron commits to putting the Lib-Dems’ proportional representation proposal to a national referendum, without the Conservatives’ being required to support it, in exchange for which the Lib-Dems agree not to oppose the Conservatives on no confidence votes or major financial bills, but are free to oppose them on other measures. Clegg is seeking the approval of his party for the deal, which could take some time. Pundits are putting the odds at 38 percent that there will be another general election before the end of the year.
