Does “Government is the only thing that we all belong to” have a less threatening meaning than appears?

The discussion on the Democrats’ credo, We all belong to the state, continues, with a reader playing what the L-dotters might call Demonrats’ Advocate and finding a more benign way of interpreting the statement. I reply.
